HSA Public Consultation: Updating the HSA’s Guidance on Technical Land-use Planning Advice (COMAH)
The Health and Safety Authority (HSA) has opened a public consultation on proposed updates to its Guidance on Technical Land Use Planning (TLUP) Advice for Planning Authorities and Operators of Establishments under the COMAH Regulations.
This Guidance sets out the policy and practice of the HSA in the provision of technical land-use planning advice to planning authorities. The Guidances was last updated in 2023 to include a new section on the TLUP approach for hydrogen installations. It is now proposed to make further updates to the Guidance.
The HSA is inviting submissions on the revised technical detail from interested parties.
The consultation opened on 3 March 2026 and will remain open until Wednesday, 15 April 2026 at 5pm.
