HSA publishes its Annual Report for 2025
The Health and Safety Authority (HSA) has published its Annual Report 2025, outlining its activities over the past year and highlighting both significant enforcement activity and ongoing workplace safety challenges.
Key highlights from the 2025 Annual Report include:
- 11,974 inspections and investigations carried out across all sectors, the highest number since 2007
- 10,782 were occupational safety and health inspections including 2,845 in construction, 1,548 in wholesale and retail, 1,337 in manufacturing and 1,243 in agriculture, forestry and fishing
- 22 prosecutions concluded, alongside 420 Prohibition Notices, 415 Improvement Notices and more than 9,500 written advice letters issued
- 61 workplace fatalities were recorded in 2025 (NISO notes this figure is now 63 fatalities, as per the HSA website), the highest number since 2007, with agriculture continuing to account for a disproportionate number of deaths
- More than 24,000 new users registered for the HSA’s BeSMART.ie online risk assessment tool and over 83,000 e-learning courses were completed
In her foreword to the report, HSA Chairperson Patricia Byron expressed her condolences to the families, friends and colleagues of the 61 people who lost their lives in workplace incidents during 2025. She noted that, while long-term fatality rates have declined relative to workforce growth, each workplace death represents a profound tragedy and reinforces the importance of continued efforts to improve workplace safety.
HSA Chief Executive Mark Cullen described the 61 workplace fatalities as “a stark reminder” of the importance of strengthening safety, health and welfare at work. He highlighted the continued concern over the disproportionately high number of fatalities among self-employed farmers aged over 60 and reaffirmed the HSA’s commitment to targeted inspections, education and collaboration to improve safety standards across all sectors.
